Executive Summary

In 2009, the Portuguese pharmaceutical market is valued at US$6.6 billion at retail prices. Pharmacy sales represent over 80% of the market. Pharmaceutical imports increased by 11.8% in 2007, reaching US$2.4 billion. Although exports rose by 29.0% in 2007, the deficit of trade increased, and was valued at US$1.9 billion in 2007. Finished medicaments exports made up 94% of pharmaceuticals exports and increased by 30% in 2007.

The performance of generics in the market has improved considerably. From January to November 2008, generics represented 18.8% and 13.6% of the pharmacy sector by value and volume. This was equal to sales of US$890.7 million and 229 million units, respectively. There are about 122 authorised generics producers in Portugal, but market concentration among leading producers is high.

Hospital drug sales amounted to US$1,083.5 million in 2007. In volume terms, they stood at 200.4 million units. Oncology and infectology were the leading therapeutic areas by sales value, with a combined 38.0% of hospital sales. A National Code for Hospital Drugs (CHNM) has been implemented to better monitor and co-ordinate hospital sales.

Domestic pharmaceutical production is increasing but is still far from the levels registered by the six leading countries in the EU-15. In 2004, production stood at 1.6 billion euros (US$2.0 billion). Using data from 15 local producers, production was estimated at 471 million euros (US$586 million) in 2005, which represented an increase of 12.9% over 2004.

A new pharmacy regulatory environment was established in August 2007. Since March 2007, a new drug price system has also been in place. In 2006, Portugal transposed its national regulation for human pharmaceuticals to the relevant European Directives. Other measures in 2006 included new rules to purchase hospital medicines.
