ICBS Ltd. (OTCPK: ICBT), announced today that it will be targeting U.S. state and municipal regulatory bodies for the sale of the TOGS(TM) 9000 bio-photonic incubation & detection systems.

"BioSpec Global Solutions will be moving to target regulatory agencies in the U.S." said Don Saunders, President and CEO. " Given the advantages not only on time advantage (10 Hours for test results) but the accuracy of these machines, can equip agencies with the technology needed to insure safe drinking water for their citizens"

Verification studies for the TOGS(TM) 9000 has been completed by Ryerson University and the instrument has, like the Pro3000(TM), been accepted by the EPA in the USA for use in presence absence testing of drinking water when used with an EPA approved method and reagent. The TOGS(TM)9000 has been used by the United Nation for a emergency relief project in the Dominican Republic. A verification study by Michigan State University, an EPA laboratory, is ongoing for viruses. Further verification and validation studies will be done shortly by users and ETV (Environmental Technology Verification) for microbial quantification for beach and wastewater applications.

The Pro3000(TM) has been verified by Ryerson University, Agriculture Canada and Saskatchewan Department of Health. It has been accepted for use for drinking water analysis by EPA in the USA when used in conjunction with an EPA approved reagent and method, which it does. Product has been sold in Canada, USA, China, India and Australia. The product has been used in a research project by the World Health Organization in Hawaii and by OCETA in India. Agents and distributors are being established to set up a global marketing network.

The timing for commercialization is excellent. The World Health Organization has declared ``safe drinking water is a human right ``and the United Nations is struggling with its mandate to protect drinking water quality in over 100 million wells worldwide. Governments of the world are being pressured to conform to these directives. World pressure on China over food and water safety is presently a good example of that.

The company holds worldwide patents on the TOGS 3000 and 9000.
