"Researchers provide considerable evidence showing that traditional psychological assessment is based on skills that are considered important within white, western, middle-class culture, but which may not be salient or valued within African-American culture"

Assuming this research is very true, why cannot anyone ( black educationists or other researchers ) come up with IQ tests that do assess skills that are considered important to blacks?. Is it too hard to do that?

From a purely curiosity point of view, I wonder what criteria or items are salient or 'valued' within African-American culture. Anyone can enlighten me or offer guesses!.
