    Like any form of regulation that the federal government passes, this measure will still benefit the industry leaders specifically Philip Morris. Not only by edging out competition but by giving an inherently harmful product the FDA stamp of approval. Changing the health information on cigarette packs has the appearance of change but is actually the norm in other countries.
