If most smokers can smoke without getting in trouble, arn't you punishing the few that don't on campus? The people that complained punished a few rule abiding smokers while most puff away and isn't much healthier. If it's outside the health effects are minimal. Tobacco is legal. Smokeless tobacco and even e cigarettes are often also banned. College students are always going to use tobacco, once they've been told for years how bad it is for them let them make the choice for themselves. Make areas smoke free, but allow adults a place that they can use a legal product.
