Policy Studies Inc. (PSI), a recognized expert in systems design and development for health and human services (HHS) programs, announced today that the Maryland Department of Human Resources (DHR) awarded PSI a 34-month contract to develop and implement a statewide enterprise content management solution (ECMS) to help manage and store DHR's hundreds of thousands of documents. Initial work on the project started on August 1.
To achieve the highest level of performance and value for Maryland, PSI is partnering with Northwoods Consulting Partners and GANTECH Inc., experts in imaging technology and integration services. The PSI team will begin by crafting the technical and functional design specifications, followed by deploying an ECMS pilot in one Family Investment Administration (FIA) program and one Child Support Enforcement Administration (CSEA) program in late November 2011. After successful completion of the pilot period, the PSI team will then deploy the ECMS in all 46 FIA and 29 CSEA sites across the state.
Once deployed, the ECMS technology will convert the tons of paper and millions of documents handled by DHR offices each year into electronic images. As electronic images, caseworkers will have instant access to these documents, which will significantly improve DHR's efficiency, productivity, and customer service. In addition, PSI's ECMS will be built utilizing commercial-off-the-shelf (COTS) technology, giving DHR the flexibility it needs to make future enhancements.
