Obama administration officials say they were expecting praise from critics of the new health care law when they offered to exempt selected employers and labor unions from a requirement to provide at least $750,000 in coverage to each person in their health insurance plans this year (Pear, 3/19).

That was the warning issued this week by Kansas Insurance Commissioner Sandy Praeger when she testified before the Senate Health, Education, Labor and Pensions Committee. Avoiding too many bad insurance risks is key to the success of insurance exchanges, which under the law will start offering a menu of insurance plans in 2014 to individuals and small businesses shopping for coverage with government subsidies (Reichard, 3/18).
