Universally affordable care, especially for sick people, is the sweet spot of health care reform. But nearly all health policy experts think you have to swallow the bitter pill of mandated insurance purchases to get there. Seven states have tried to ban insurance discrimination based on pre-existing health conditions without requiring participation in insurance plans from healthy consumers. In each instance, the experiment failed miserably (8/17).

Study links child’s date of birth with ADHD diagnosis rate

Rising rates of attention deficit hyperactivity disorder (ADHD) and large differences in diagnosis rates have led to fears that the condition is often being misdiagnosed. A new study from North Carolina State University demonstrates that these concerns are justified. The researchers found large discrepancies in diagnosis and treatment rates based on small differences in children's dates of birth.

Virginia creates health law panel, groups prepare for overhaul changes

Virginia has created a task force to slow health costs and implement health care reform even as the state is suing to stop a key mandate in the law, The Washington Post reports. Gov. Bob McDonnell "introduced the 24-member panel, comprised of legislators, health professionals, doctors and insurers, at a news conference Monday afternoon at the Capitol.

HHS awards $1 million grants to state insurance regulators

The Los Angeles Times: "The Obama administration is sending $1-million grants to state insurance regulators to help increase oversight of rising health insurance premiums, a key step in implementing the new healthcare law. The grants announced Monday, which went to all but five states, will enable many to expand public access to information about rate hikes and to hire experts to review what insurers want to charge.

States scrambling to ensure they comply with health reform law

The New York Times reports that some states are scrambling to ensure they can comply with the new federal health law. "Insurance commissioners in about half the states say they do not have clear authority to enforce consumer protection standards that take effect next month. Federal and state officials are searching for ways to plug the gap. Otherwise, they say, the ability of consumers to secure the benefits of the new law could vary widely, depending on where they live."

HHS awards States $46 million to oversee health insurance premium increases

HHS Secretary Kathleen Sebelius today announced grant awards of $46 million to 45 states and the District of Columbia. These Affordable Care Act grants will be used to help improve the oversight of proposed health insurance premium increases, take action against insurers seeking unreasonable rate hikes, and ensure consumers receive value for their premium dollars.

Insurance industry looks to make lemonade from health reform

Restaurant workers - who account for 4 to 6 million of the nation's uninsured - will have new options for health coverage even before the law kicks in with new subsidies and "exchanges" in 2014, the Minneapolis Star Tribune reports. "Their trade group, the National Restaurant Association, was able to line up a smorgasbord of individual and small-group plans from UnitedHealth, some priced 15 to 20 percent cheaper than the open market.

State Roundup: Elderly inmates burden cash-strapped states; Drew University in LA faces financial troubles; Florida doctors opt not to break ties to AMA

The Associated Press reports on "the national surge in elderly inmates whose medical expenses are straining cash-strapped states and have officials looking for solutions, including early release, some possibly to nursing homes. ... That burden is becoming greater as the American Civil Liberties Union estimates that elderly prisoners — the fastest growing segment of the prison population, largely because of tough sentencing laws — are three times more expensive to incarcerate than younger inmates.

The reviews are in, and retirees give the thumbs up to health insurance exchanges. In an independent survey of 443 retirees who use a health insurance exchange to compare and choose private individual Medicare and supplement plans, 85% of their reviews were positive.

Insurers defend less generous policies, medical loss ratio definitions; Obama to talk with insurance commissioners

Kaiser Health News, in collaboration with USA Today, reports on insurers who are defending less generous "limited-benefit" health policies as implementation of the health law proceeds. That law forbids annual dollar limits in such plans. "Starting this fall, most health care policies — except existing policies purchased by individuals on their own — will have to cover at least $750,000 in medical care per person.
