Questions raised over cost of, funding for Obama administration's AIDS blueprint

U.S. Secretary of State Hillary Clinton on Thursday announced the Obama administration's "President's Emergency Plan for AIDS Relief (PEPFAR) Blueprint: Creating an AIDS-free Generation", which calls for a combination of prevention strategies including widespread treatment, "male circumcision, condom distribution and stopping transmission from mother to child," NPR's "Shots" blog reports.

IPS examines PEPFAR guidance on family planning in light of new AIDS blueprint

Noting the U.S. government on Thursday "unveiled a major new strategy for pushing towards achieving an 'AIDS-free generation,'" Inter Press Service writes, "The far-reaching new blueprint for what's known as the President's Emergency Plan for AIDS Relief (PEPFAR) is being widely lauded, yet little attention has been given to a document, published in October, that stipulates how new PEPFAR funding can be used."

Recognizing World AIDS Day is December 1, U.S. Ambassador to Zimbabwe David Bruce Wharton writes in a Herald opinion piece, "Ending AIDS is a shared responsibility. ... Everyone has a role to play -- government leaders, the private sector, multilateral organizations, civil society, media, faith-based organizations, and each one of us."

Secretary Clinton to unveil PEPFAR Blueprint at event on Thursday; White House event to commemorate World AIDS Day

"On Thursday November 29, Secretary of State Hillary Rodham Clinton will commemorate World AIDS Day 2012 and unveil the PEPFAR Blueprint: Creating an AIDS-free Generation that provides a roadmap for how the U.S. government will work to help achieve an AIDS-free generation," a Department of State press notice reports, noting, "Secretary Clinton will be joined by Ambassador Eric P. Goosby, U.S. Global AIDS Coordinator."

The U.S. government, and in particular U.S. Global AIDS Coordinator Ambassador Eric Goosby, the head of PEPFAR, "have a unique opportunity to make [the program's] money stretch farther and do more good, at very little cost to U.S. taxpayers: release the reams of data that PEPFAR and its contractors have already collected, at substantial cost -- perhaps as much as $500 million each year," Mead Over, a senior fellow at the Center for Global Development (CGD), writes in the Center's "Global Health Policy" blog.

IRIN examines adult male circumcision campaign in Uganda

As part of the Ugandan government's HIV prevention program, "[m]ore than 380,000 Ugandan men have been circumcised in the last two years," according to new data, IRIN reports. "Uganda's male circumcision program was launched in September 2010, targeting 80 percent of uncircumcised men -- about 4.2 million men -- by 2015," the news service writes, adding, "According to the Uganda AIDS Commission's (UAC) annual performance review of the National HIV/AIDS Strategic Plan (2011/2012), 380,000 men were circumcised by March 2012 under the program."
