    Vaccination depends upon injecting a small amount of a foreign substance into the body. A very low but predictable number of over reactions to the foreign substance is expected. Hundreds of thousands of lives are saved for one bad reaction.   It would be unethical to penalize the vaccine manufacturers for the bad reactions as it would be unethical for them to demand a bonus for every person who was protected.
