It is not clear to me what seniors are receiving the $250 and those who aren't.  You may understand the hole, but we don't.  Please, speak to us when you speak and not to your cohorts. I think this is why so many people do not understand you when you try to get us to understand what the Health Care Department is trying to do.  All professions have their own language, as does yours.  You need to use regular every day language off the job when addressing us. That, we understand.  Also, we feel like you are trying to con us when you don't use everyday language.
