State highlights: Disabled at risk at Calif. facilities, audit finds; Advocates push for single policy for kids' medical, dental coverage in exchange plans; Ga. maternal mortality

Californians with developmental disabilities who are cared for at state facilities are being put at risk by outdated policies and inadequate investigations of abuse, the state auditor's office said Tuesday. Allegations that residents have been raped, shot with stun guns and otherwise abused have not been acted on satisfactorily, auditors found. The California Department of Developmental Services cares for 1,480 severely disabled people in five facilities throughout the state (McGreevy, 7/9).

Flavio de Pecol hit the trifecta after taking his daughter to the emergency room for a horse-riding injury: hours of waiting, a 16-mile ambulance ride to a different facility and bills for more than $40,000. At least, he thought, that was the end of it. But nearly two years (later), ... De Pecol, of Newport Beach, has received yet another bill, this time for $1,054.53. ... "How can I trust that this isn't a mistake when a hospital takes 21 months to bill me?" De Pecol asked. ... Good questions, and yet another example of the way consumers are at the mercy of the healthcare industry's opaque and byzantine billing practices (David Lazarus, 6/25).

Study examines role of six-layered cerebral cortex in processing sensory information

A series of studies conducted by Randy Bruno, PhD, and Christine Constantinople, PhD, of Columbia University's Department of Neuroscience, topples convention by showing that sensory information travels to two places at once: not only to the brain's mid-layer (where most axons lead), but also directly to its deeper layers. The study appears in the June 28, 2013, edition of the journal Science.

Supreme Court agrees to hear challenge to Massachusetts abortion law

As lawsuits over early abortion laws spring up across the country, the Supreme Court on Monday agreed to hear a different kind of abortion challenge - this one involving free speech. The court will consider a case challenging a Massachusetts law that bans demonstrations within 35 feet of entrances and driveways of abortion clinics. The 1st Circuit Court of Appeals in January sided with the state in McCullen v. Coakley, ruling that the law strikes the right balance between protecting free speech and patients' rights (Millman, 6/25).
