State highlights: N.Y. gives millions for hospital primary care; fight over new Ga. trauma center; San Francisco premiums expected to drop

New York health officials have awarded $462 million to help 22 hospitals and five large public hospital systems statewide continue key services. The funds followed a federal agreement in April for New York to reinvest $8 billion in Medicaid savings to support hospital overhauls and expand primary medical care over five years. The goal is to reduce avoidable hospital use by 25 percent while helping financially struggling institutions shift to more primary and outpatient care (7/9).

State highlights: S. Fla. doctor group gets $4M Medicare bonus; states' prisoner health care costs down slightly

A group of physicians in Palm Beach and Broward counties working under a new Medicare pay-for-performance program qualified for a $4.2 million bonus from the government this year for reducing costs while meeting health care quality benchmarks during their first year in the program. Accountable Care Options, the physician's group, is participating in the Medicare Share Savings Program, which encourages hospitals and doctors to hit certain health care standards designed to lower costs in the long run by reducing medical complications and trips to the emergency room.

State spending on prisoner health care trending downward since peak

State spending on prisoner health care increased from fiscal years 2007 to 2011, but it is trending downward from its peak in 2009, according to a new report from the State Health Care Spending Project, an initiative of The Pew Charitable Trusts and the John D. and Catherine T. MacArthur Foundation.

New York on Monday became the 23rd state to legalize certain forms of marijuana for medical reasons as Gov. Andrew Cuomo signed legislation into law at an event in Manhattan. The measure, which passed both houses of the legislature during the final moments of the legislative session, in June, is significantly more restrictive than other medical-marijuana laws in the nation (Orden, 7/7).

Family members of those who have suffered multiple mental health crises and refuse help or fail to stick with it are begging for a Laura's Law program -- which could court-order the intractably ill into outpatient treatment. Police officers and firefighters who see the same people cycle through hospitalizations and jail want it too. Then there are the mental health consumers who are well enough to speak of the trauma inflicted by coercive care. It doesn't work, they say. It drives people from treatment (Romney, 7/6).
