Medicaid is the United States health program for eligible individuals and families with low incomes and resources. It is a means-tested program that is jointly funded by the states and federal government, and is managed by the states.

No deal yet, but GOP offer on debt limit raises hopes

Speaker John Boehner's offer represented give on the part of Republicans, who had been insisting on cuts to the federal health care law as the price for reopening government and extending the debt limit. While Boehner proposed moving only to raise the debt limit, discussions broadened to include efforts to reopen the government in exchange for entitlement cuts. In the past, President Barack Obama has refused to consider those unless Republicans agree to raise revenues.

Politically, the biggest challenges facing the ACA are behind us. By my count, the law has already survived three near-death experiences: the Democrats' loss of a filibuster-proof Senate majority with the election of Scott Brown in Jan. 2010, the Supreme Court's June 2012 decision upholding (with one exception) the law's constitutionality, and President Obama's re-election last Nov. Much of what we see going on in Washington now is the death throes of the opposition, especially now that Americans are beginning to sign up for coverage (John McDonough, 10/9).

The Associated Press reports on this development -- which it called a "new wrinkle" -- that will move up by about six weeks the date by which consumers will need to have health insurance or face penalties. US health care spending to grow at an average annual rate of 5.8% for 2012-22

New estimates released 9/18/13 from the Office of the Actuary at the Centers for Medicare and Medicaid Services project that aggregate health care spending in the United States will grow at an average annual rate of 5.8 percent for 2012-22, or 1.0 percentage point faster than the expected growth in the gross domestic product.

State public health departments do not necessarily lose funding when merged with larger Medicaid programs, according to a just-released study. The findings from this first-of-a-kind research should help allay concerns that when such mergers occur they automatically lead to cutbacks in public health, says lead author Paula Lantz, PhD, who is chair of the Department of Health Policy at the George Washington University School of Public Health and Health Services (SPHHS).

US states could save money through home-delivered meals programs

Home-delivered meals bring not only food to seniors but also the opportunity to remain in their homes. A new study by Brown University public health researchers projects that if every U.S. state in the lower 48 expanded the number of seniors receiving meals by just 1 percent, 1,722 more Medicaid recipients avoid living in a nursing home and most states would experience a net annual savings from implementing the expansion.
