Two and a half years ago, The New York Times published an article about abusive employees who worked for the state, detailing how few employees were fired, even after the state recommended that they lose their jobs, because of weaknesses in the arbitration process, the permissive attitude of state officials and the aggressive stance of public sector labor unions -- particularly the Civil Service Employees Association. Gov. Andrew M. Cuomo promised to change all this.

One-third of US workers now have high-deductible health plans, and those numbers are expected to grow in 2014 as implementation of the Affordable Care Act continues. There is concern that high-deductible health plans might cause enrollees of low socioeconomic status to forgo emergency care as a result of burdensome out-of-pocket costs.

A team from the University of Washington has unveiled a comprehensive portrait of the genome of the world's first immortal cell line, known as HeLa. The cell line was derived in 1951 from an aggressive cervical cancer that killed Henrietta Lacks, a 31-year-old African-American tobacco farmer and mother of five - the subject of the 2010 New York Times bestseller, The Immortal Life of Henrietta Lacks.

Disabled children in developing countries are more likely to experience harsh punishment

Children with disabilities who live in developing countries are more likely to experience harsh punishment than children without disabilities in those countries. That's the conclusion of a new study that looked at data from nationally representative samples of about 46,000 parents and other caregivers of 2- to 9-year-olds in 17 low- and middle-income countries; most prior research on children with disabilities has been done in developed countries.

How do you spend $48 million in unbudgeted taxpayer money without getting an OK from elected lawmakers? In the District of Columbia, there's pretty much only one way, and that's the way Mayor Vincent C. Gray is proposing to settle a high-stakes dispute with D.C. Chartered Health Plan. Gray spokesman Pedro Ribeiro confirmed Wednesday that the plan is to pay the District's share of the settlement -- a little over $35 million, with federal Medicaid dollars accounting for the rest -- out of the city's contingency cash reserve (DeBonis, 7/24).

Study shows 90% of dementia cases in China go undetected; high level in rural areas

An international team of researchers has found that over 90 percent of dementia cases in China go undetected, with a high level of undiagnosed dementia in rural areas. The team of public health experts led by Dr Ruoling Chen at King's College London argues that more mental health education targeting high-risk populations is now needed to improve diagnosis rates, and increase support for sufferers and their families.

Study: Cannabis has no effect in slowing course of progressive multiple sclerosis

The first large non-commercial clinical study to investigate whether the main active constituent of cannabis (tetrahydrocannabinol or THC) is effective in slowing the course of progressive multiple sclerosis (MS), shows that there is no evidence to suggest this; although benefits were noted for those at the lower end of the disability scale.

Astrocytes can protect brain tissue and reduce disability due to stroke

One of regenerative medicine's greatest goals is to develop new treatments for stroke. So far, stem cell research for the disease has focused on developing therapeutic neurons - the primary movers of electrical impulses in the brain - to repair tissue damaged when oxygen to the brain is limited by a blood clot or break in a vessel. New UC Davis research, however, shows that other cells may be better suited for the task.
