New report urges nations to adopt improved data collection efforts for community health workers

A new report finds that developing nations' ability to deal with pressing health challenges like HIV/AIDS and ensuring maternal and newborn survival will be strengthened by creating a common definition for community health workers, as well as a core set of skills and competencies that would help ensure they are optimally trained, supported and deployed to provide care and treatment when and where it is needed most.

State highlights: Calif. gov. vetoes bill limiting Medi-Cal estate recovery, signs birth control, inmate bills

In a blow to tens of thousands of low-income Californians newly enrolled in Medi-Cal under a provision in the Affordable Care Act, Gov. Jerry Brown on Thursday vetoed a bill that would have limited the state's seizure of assets from their estates after they die -- a legal wrinkle that most only discovered after they had signed up for the health care plan for the poor (Seipel, 9/25).

UTHealth researchers awarded $1.3 million grant to study asthma risk in Texas health care workers

Researchers at The University of Texas Health Science Center at Houston School of Public Health have been awarded a four-year, $1.3 million grant by the Centers for Disease Control and Prevention and the National Institute for Occupational Safety and Health to study how the risk of asthma has changed for health care workers in Texas over the last 10 years.

Highlights: Hawaii public hospital cuts; La. struggles with state worker health program costs; aging in Ky.

Public hospitals across Hawaii are finding ways to reduce staff and cut services because they don't have enough money to make ends meet. Executives from the Hawaii Health Systems Corp. told lawmakers Friday that even after layoffs they are facing a $30 million deficit in 2015. One hospital on Maui chose to close its adolescent psychology unit because it couldn't sustain the appropriate staffing levels to provide the services. It's also considering cuts to oncology and dialysis services if the situation doesn't improve (9/20).

State highlights: Calif. readies new checks on foster kid psych meds; Kan. employment support for those with mental illness

In a significant step toward curbing the overuse of psychiatric drugs in California's foster care system, doctors will soon be required to get extra authorization to prescribe antipsychotics, a new safeguard to protect some of the state's most overmedicated children. Beginning Oct. 1, a state pharmacist must verify the "medical necessity" of each antipsychotic prescription before the medications can be given to children who are 17 and younger and covered by Medi-Cal, the state's health program for the poor that also includes foster children (De Sa, 9/18).

New UNICEF report points out that 2.8 million babies die each year during first 28 days of life

Child survival rates have increased dramatically since 1990, during which time the absolute number of under-five deaths has been slashed in half from 12.7 million to 6.3 million, according to a report released today by UNICEF.

State Highlights: Calif. prop 45 ad truth check; Medi-Cal autism coverage

Proposition 45 would give California's elected insurance commissioner the authority to reject excessive health insurance rate hikes, a power the commissioner already wields for auto and homeowners insurance rates. The campaign against it -- for which the insurance industry has so far put up $37.3 million -- is now airing a 60-second radio ad narrated by a nurse named Candy Campbell.

State officials that argued against providing overtime and minimum wage protections to the nation's 2 million home care workers are asking the Department of Labor to push back a Jan. 1 start date for the policy to take effect. State Medicaid officials concerned that their costs will rise are asking for a delay and tweaks to the policy, even though the Centers for Medicare and Medicaid Services finalized the rule a year ago.
