A health law program that directs $5 billion for coverage of otherwise uninsurable people through state-run high-risk insurance pools has attracted only 8,011 people according to health department enrollment figures, The New York Times reports. That's a paucity compared to the hundreds of thousands of people government actuaries predicted would flock to the program causing it to run out of money too early.

GOP prepares to challenge health law on federal, state levels

Congressional Republicans said on Sunday they plan a full-scale assault against President Barack Obama's healthcare overhaul next year but acknowledged it could take until after the 2012 presidential election to repeal it. Representative Paul Ryan, expected to become chairman of the House Budget Committee chairman, said his fellow Republicans will try to deny funding for implementation of the healthcare legislation and hold hearings to point out its shortcomings when the new Congress convenes in January.

GOP focusing in on health law fight as part of the effort shifts to new Republican governors

The Washington Post finds that since the changes of repeal are "slim to nil, at least through 2012," Republicans may turn to getting rid of parts of the law, including "unpopular aspects that are less central to the law," including a provision that requires businesses to expand their reporting to the IRS of what goods and services they buy.

The Miami Herald/The Sun Sentinel: "The Florida Department of Health plans to drop about 350 uninsured HIV/AIDS patients from a federally funded program that pays for all or most of their drugs, because of a budget crisis. An additional 2,000 or more HIV-positive patients are at risk of being bumped from the program unless the state can close a $16 million shortfall in the next few months, officials said Tuesday.

GOP claims Statehouse victories that could set back health law implementation

"The Democrats' ambitious health care overhaul is facing roadblocks from newly elected state officials who harshly criticized it while campaigning and who are now in a position to make good on their promises," Kaiser Health News reports. The GOP made significant political gains in Tuesday's election, taking "Governors' mansions in several states." Among the newly elected governors were Sam Brownback of Kansas, "who called the reform law 'an abomination,'" and Tennessee's Bill Haslam, who called the law "an 'intolerable expansion' of federal power."
