Today's OpEds: The challenge of medicare spending; Two views of Massachussets; Regulating premiums

Health reform can be assessed from the perspective of four groups that collectively include most Americans. For those who are now in Medicaid or who are uninsured, reform will be a major gain. For those who obtain health insurance in the individual and small-group markets, reform should bring improvements. For those who have health insurance from midsize- and large-group insurers, reform will bring little change. Finally, for Medicare beneficiaries, reform promises to bring positive change.

Call for greater support in mental health services for children

As support for funds for mental ailments mounts, a coalition of mental health experts are lobbying for greater support for mental health services for children. The coalition comprises The Royal Australian and New Zealand College of Psychiatrists; the Australian Psychological Society; NIFTeY (National Investment for the Early Years); the Australian Infant, Child, Adolescent and Family Mental Health Association; the Australian Association of Infant Mental Health, and the Australian Child and Adolescent Trauma, Loss and Grief Network.

Penn. official urges Bill to prohibit 'health profiling' and limit rate hikes; Nev., Ariz. wrestle with rising costs for public employees' benefits; McCollum releases health plan

"Pennsylvania's insurance commissioner is urging state legislators to pass a bill that would prohibit 'health profiling' and limit rate increases in advance of the 2014 enactment of the main provisions of the federal health-care reform law. Testifying before the House Insurance Committee, ... Joel Ario said he arrived at those recommendations following the department's investigation on the rating practices and premium increases of the top nine health insurance companies operating in Pennsylvania" (Toland, 7/21).

Senate panel to focus on problems at continuing care retirement communities with large fees

The Wall Street Journal: A Senate Committee will hold hearings Wednesday about "continuing-care retirement communities," which charge large up-front fees to care for seniors for life. "CCRCs offer a range of care — from independent-living apartments to skilled nursing facilities — that allows seniors to 'age in place.'

Enrollment jump helps UnitedHealth Group profits soar 31 percent

Health insurer UnitedHealth Group reported a second quarter profit jump of 31 percent as enrollment in the insurer's plans went up, The Associated Press/The New York Times reports. "The company's total enrollment grew about 1 percent, to 32.5 million compared with last year, with gains in Medicare and Medicaid businesses offsetting commercial health insurance losses." The company's commercial enrollment fell 440,000 as the sector deals with job cuts and the recession (7/20).

George W. Bush made an impressive commitment to the international fight against AIDS when he formed the President's Emergency Plan for AIDS Relief program. … Thanks to these efforts — and similar initiatives ... the number of African patients with access to AIDS drugs jumped tenfold from 2003 to 2008. Since 2004, the AIDS-related mortality rate in sub-Saharan Africa has dropped 18 percent. Yet President Obama added only $366 million to the program this year — well below the $1 billion per year he promised to add when he was on the campaign trail (Desmond Tutu, 7/20).

Medicare Star Support Program launched to help Medicare Advantage plans boost star ratings

Health Dialog today announced that it has launched its Medicare Star Support Program to help Medicare Advantage plans boost their Health Plan Quality and Performance ("Star") Ratings and ensure that seniors are getting the best care possible. Star ratings are calculated by the Centers for Medicare & Medicaid Services and can range from 1 to 5, with 5 representing the highest quality.

Obama resubmits Berwick nomination to Senate, Kagan responds to health law concerns

President Obama on Monday submitted his nomination of Dr. Donald Berwick to head Medicare and Medicaid — "a move that comes two weeks after Obama bypassed Congress to put his stalled nominee in the post until the end of 2011," Roll Call reports. If Berwick is approved, he would have the job indefinitely instead of merely through 2011, a rule that is imposed when a recess appointment is used.

Health experts and Republicans push for biosimilar drug clinical trials

The Hill: On Monday, experts warned during a Capitol Hill discussion hosted by the Congressional Health Care Caucus that "the absence of mandatory clinical trials for biosimilar drugs could compromise their safety and effectiveness." The recently passed health reform law "outlined a pathway for the Food and Drug Administration (FDA) to approve next-generation biopharmaceuticals modeled on original breakthrough drugs.

Health reform law faces political, implementation challenges

Politico: States with "the most progressive health policies" are having a hard time implementing their part of a $5 billion series of high-risk insurance pools because their states offer a more generous guarantee of coverage. "Five states — Vermont, Maine, New York, New Jersey and Massachusetts — have 'guaranteed issue' of insurance: individual subscribers cannot be turned away because of a health condition.

Montana hospitals to get increased Medicare payments; Federal funding for New Orleans health clinics is expiring

"Come this fall, several of Montana's hospitals will start benefitting financially from an obscure provision in the federal health reform bill that ups Medicare payments in 'frontier states.' It's worth up to $4.5 million a year for some of Montana's largest hospitals, which for years have been getting paid less for Medicare-covered patients than hospitals in urban areas. Hospitals in Billings, Missoula and Kalispell are the big beneficiaries. While the money may not seem like much in Montana's multibillion-dollar health industry, it's certainly helpful, hospital executives say — and it's part of the bill's overall effort to improve what many believe is an imperfect system of paying for health care" (Dennison, 7/15).
