State roundup: Rules would ban collections in nonprofit ERs

The U.S. Department of Treasury released proposed regulations Monday that would ban debt collection activities in the emergency rooms of non-profit hospitals. The proposed restriction comes in the wake of a lawsuit by Minnesota's attorney general alleging Fairview Health Systems former contractor, Accretive Health hit up patients in emergency rooms for payment before treatment. The Treasury Department has proposed adding regulations to a part of the federal health care law to protect patients from abusive collection practices.

"Like in the rest of the Sahel region, a mix of drought, poor rains and harvests as well as rising food prices have resulted in food insecurity and subsequent malnutrition," the news service writes, noting, "Chad's 'embryonic' economy is among factors limiting the local diversity of food sources and income, notes USAID's Famine Early Warning Systems Network (FEWS NET), adding that sociocultural care practices and poor health systems are also to blame."

Swine flu vaccination programme a success in Scotland

The H1N1 (“Swine flu”) vaccination programme introduced in Scotland in October 2009 had a positive effect in reducing the number of hospital admissions and deaths as a result of H1N1 infection, according to an Article published Online First in The Lancet Infectious Diseases. The study was funded by the National Institute for Health Research Health Technology Assessment (NIHR HTA) programme.

Significant increase in use of CT, MRI and PET imaging over the last two decades

Among six large integrated health care systems between 1996 and 2010 there was a substantial increase in the use of advanced diagnostic imaging, including approximately a tripling of the use of computed tomography and nearly a quadrupling of the use of magnetic resonance imaging, as well as a substantial increase in estimated radiation exposure, according to a study in the June 13 issue of JAMA.
