Although not all Republican governors are pushing to change Medicaid into a block-grant program, there seems to be general agreement for seeking greater flexibility in how states spend Medicaid dollars. Reports also persist that some Democratic lawmakers appear open to plans to chip away at Medicaid's requirements.

Noting that aid "has mixed impacts," Jonathan Glennie, a research fellow with the Overseas Development Institute, writes in the Guardian's "Poverty Matters Blog" that "there is one argument against aid that we need to tackle head on; the idea that we cannot afford aid, that we are being over-generous, especially in a time of cuts at home."

Roundup: Conn.'s 'moderate' Medicaid cuts; Calif. adult day care threatened; disabled face 'unclear futures'

The national Center for Reproductive Rights filed a federal lawsuit Monday to halt implementation of the requirements that women wanting an abortion must have a sonogram and hear a detailed description of the fetus. The group called the mandates patronizing and an intrusion into the doctor-patient relationship.

Obamacare plus Romneycare equals . . . Okay, we get it, we get it.

Number of E. coli deaths in Germany reaches 35, authorities say

"Four more people have died in Germany, health officials said Sunday, bringing the total number of deaths from an E. coli outbreak to 35," CNN reports. As of Sunday, 3,256 had been infected with E. coli and 812 of those have the severe form of the disease, according to the European Centre for Disease Prevention and Control, the news agency notes.

At a pledging conference for the GAVI Alliance in London on Monday, Bill Gates, co-chair of the Bill & Melinda Gates Foundation and Microsoft founder, announced his foundation will provide an additional $1 billion in funding for the organization over the next five years, while Australian Foreign Minister Kevin Rudd said his country will provide $210 million over the next three years, Reuters reports.
