Florida, which closed a $3.8 billion budget gap for fiscal 2012, is facing another of as much as $2.3 billion next year.

The Obama administration announced on Tuesday that nearly $220 million in new grants would be awarded to 13 states bringing the total that have been awarded such assistance to 29. This number includes seven of the states run by GOP governors that are suing the administration to overturn the health law.

House Judiciary Committee Chairman Lamar Smith (R-Texas) on Tuesday asked the Obama administration to provide documents and internal correspondence on Supreme Court Justice Elena Kagan's role in defense of the health reform law. Republicans argue that Kagan, while she was solicitor general in the Obama administration, participated in the early defense of the law and should recuse herself as the law goes before the Supreme Court.

Insurance commissioners back brokers on health law standard

After more than a year of debate, state regulators ... approved a resolution calling for changes to the healthcare reform law's medical loss ratio provision. The National Association of Insurance Commissioners (NAIC) passed the measure 26-20, over strenuous objections from commissioners who said the process and the resolution itself would undermine the NAIC's reputation.

States weigh health law's expected positive and negative impacts

Connecticut now has more health benefit mandates than nearly all other states, a consultant told a state board Thursday. And when federal health reform rolls out in just over two years, that could leave the state, not the insurers, with a bill to pay. ... Although it's not yet clear what benefits federal government will require, as many as three-quarters of the benefits that Connecticut mandates could exceed what the federal government requires.

Republican senators press to repeal health law's insurance fee

Sen. Orrin Hatch, R-Utah, and Sen. John Barrasso, R-Wyo., are battling to undo this annual fee, which is expected to raise $8 billion in 2014 and $14.3 billion by 2018. Also, some Senate Democrats are warning that a provision in the health law could undermine farmers' ability to obtain health insurance and some consumer advocates are warning that a tax rule needs to be re-written.
