    Yea the amount of weed that marijuana people smoke may increase.  I mean who wouldn't buy more if it was cheaper?  The number of smokers will most likely not increase.  People who want to smoke marijuana already do so.  Some don't want to admit it because they fear the law.  So yea its going to "seem" like there is an increase in smokers.

    Holland and Portugal have decriminalized marijuana and other drugs to the point where they are practically legal.  Use among teens and adults (combined) is half that of the U.S.(per capita)  The Minster of Health of Portugal is quoted saying, "We have made drugs boring" The amount of people admitting "themselves" into drug treatment(addiction/abuse) has doubled.  So to say that use will increase is not factual.
