    Opioid prescribing hasn’t increased in recent years.  It’s been declining for since 2012, with a steep drop since 2016.  From late 2013 to early January 2018, the VA system cut prescribing by 41%.  In the civilian sector, Blue Cross reported in July 2018 prescribing for patients insured on its commercial plans decreased by 29% nationally from early 2013 to 2017.
