Some Dems think Obama may need to harden his 'gentle' style in pushing for reform

Pushing health care reform through a skittish Democratic caucus while facing strong Republican opposition is testing the White House. "Mr. Obama has not been the sort to bludgeon his party into following his lead or to intimidate reluctant legislators. And while he has often succeeded by relying on Democratic leaders in Congress to do his bidding — the House and Senate, after all, both passed versions of the health legislation last year — it is not clear whether his gentle, consensus-building style will be enough."

FDA may set patient safety regulations for health IT

The Huffington Post Investigative Fund: "In the past two years, the agency has received reports of six patient deaths and several dozen injuries linked to malfunctions in the systems, Jeffrey Shuren, director of the FDA's Center for Devices and Radiological Health, said in testimony prepared for a government hearing on Thursday. ... The FDA has been studying the issue for several years. Its latest concerns are surfacing as the government ramps up an ambitious plan to spend as much as $27 billion in stimulus money helping doctors and hospitals across the country purchase electronic medical records systems that rely on digital software rather than paper medical charts."

Current health reform debate haunted by health bills of the past

Key provisions of the 1993 Republican bill, introduced by Sen. John Chafee, R-R.I., with 19 other Republicans and two Democrats, "may seem familiar, as they bear a strong resemblance to those in the current Democratic Senate bill, and now in President Barack Obama's proposal," Kaiser Health News reports. "A mandate that individuals buy insurance, subsidies for the poor to buy insurance and the requirement that insurers offer a standard benefits package and refrain from discriminating based on pre-existing conditions were all in the 1993 GOP bill."

Democrats revisit reconciliation as means to pass overhaul

Reconciliation, a parliamentary tactic that could allow Congress to pass health reform with a simple Senate majority, was dismissed weeks ago by centrist Democrats, but some of those lawmakers are now warming to the approach, clearing a possible avenue for passage of the overhaul, Politico reports. "Obviously, if the minority is just frustrating the process, that argues for taking steps to get the public's business done," said Sen. Evan Bayh, D-Ind., one of the senators to reverse course on reconciliation (Budoff Brown, 2/23).

Health care reform legislation: Americans still split, but several provisions find wide support

The latest Kaiser Tracking Poll finds the public still split on health care reform legislation, with 43 percent in favor and 43 percent opposed. However, the poll also finds that majorities of Americans of all political leanings support several provisions in the health reform proposals in Congress and most attribute delays in passing the legislation to political gamesmanship rather than policy disagreements.

The Salt Lake Tribune: "Utah lawmakers this year have spared no energy trumpeting their dislike for federal health reform, passing bills asserting states' right to govern themselves. But Utah's own health care fix, an online insurance market called the Utah Health Exchange, has gotten off to a wobbly start. Trial for lawsuit against Anthem Blue Cross begins in California

The insurer "refused to pay for" customer Ephram Nehme "to get a liver transplant in Indiana because the company wanted to save money, a lawyer for the patient told jurors Monday," the Los Angeles Times reports. "But a lawyer for the state's largest for-profit insurer argued that the patient, Ephram Nehme, was not sick enough to qualify for an exception to his policy's requirement that transplants be performed in Blue Cross-contracted hospitals in California.

Maine studies prospects for state reform efforts while N.Y. experience shows impact of guaranteeing access to coverage

In Maine, insurance regulators say measures aimed at expanding health coverage to more people in that state should wait for final action in Congress, The Associated Press/WBZ reports. A Maine report "released last week, stems from a 2009 law that asks the superintendent to review ways to improve the availability and affordability of Maine's individual health insurance market." In the report, the authors write that Maine's options to expand access and make coverage more affordable will depend on what Congress does.

President Barack Obama warned during the weekend that both Republicans and Democrats should be careful not to turn this week's health care summit into "political theater" but to work to find "common ground" on the issues, The Washington Post reports. "The Thursday event, scheduled to be televised live on C-SPAN, could prove a pivotal moment in the year-long effort to overhaul the health-care system.

Governors on health reform: 'We want in'

"Some governors, frustrated by halted federal efforts to overhaul the U.S. health-care system" and by lingering budget shortfalls deepened by rising health costs, "are introducing their own changes at the state level," The Wall Street Journal reports. While some states, such as Massachusetts, have already taken on health care, others, such as Colorado, Pennsylvania and Republican-led Utah, are now tackling the issues, including cost. "Some governors suggested they may be better equipped to work with one another on health care than congressional leaders who have been at an impasse over federal legislation" (Thiruvengadam, 2/22).
