I believe this critical information needs to be presented "to the masses", enabling a massive and swift outcry denouncing this proposal!  Unfortunately, what is needed to make this plea more successful, this article lacks. Necessary is the provision of a link to click on, directing to each congressional member the outrage and concern over cutting the National Institute of Health budget!
Please realize that ANY cut has the potential to affect not only you and me, but also each loved one! This proposal essentially denys Americans medical treatment and protection. 
       Ebola.    The word itself invokes fear! The outbreak is mostly a distant memory, but Ebola treatment and intervention occurred because Of NIH. The Zika virus is being brought under control due to funding NIH's research and current trials for effective vaccines. These critical accomplishments Would Not have occurred with a budget cut!
     Massive amounts of money and expertise is needed to battle these diseases! Less money equals Fewer Experts and Less Progress, resulting in More Lives Lost- maybe yours!
Massive outbreaks due to antibiotic resistant "super bugs"  and bio-terrorism is imminent in my opinion. Cutting  funding will leave us defenseless against these attacks!
     Tell Congress: "DO NOT to CUT 1¢ FROM the NIH BUDGET!!  Doing so will hurt Every​ American AND  you will Not be re-elected"!
     NIH is  the largest and one of the world's foremost biomedical research agency's​ in the world,
developing effective interventions to prevent and treat illness and disability. Keep America at the forefront of research and the development of tactics against those threats of a biological nature.
     Spread the word, tell Congress No, and save a life.
