Democrats in the Texas Senate late Tuesday successfully filibustered abortion legislation that would ban the procedure after 20 weeks of pregnancy and also shutter all but a few abortion clinics in the state.

State highlights: Ore. targets waste with uniform credentialing; Managed care lessons from Calif.

The Oregon House passed a bill with unanimous support Monday that supporters say could save the economy $150 million in administrative waste by crafting a single credentialing process that all insurers, hospitals and coordinated care organizations can share for thousands of health care providers. If Gov. Kitzhaber signs Senate Bill 604 into law, Oregon will also be the first state to have a uniform, electronic credentialing database where each provider can be quickly accessed.

Sprout Pharmaceuticals resubmits flibanserin NDA for treating HSDD in pre-menopausal women

Sprout Pharmaceuticals, the Raleigh-based pharmaceutical company developing flibanserin, a treatment being evaluated for Hypoactive Sexual Desire Disorder in pre-menopausal women, confirmed today that the company has resubmitted the New Drug Application for flibanserin earlier this year and expects US Food and Drug Agency action before the end of 2013.

When a breast tumor is detected, many women opt to have a lumpectomy, which is surgery designed to remove the diseased tissue while preserving the breast. But during this procedure, doctors cannot learn right away whether all of the cancerous tissue has been removed, with no microscopic signs that cancer cells were left behind.

Supreme Court agrees to hear challenge to Massachusetts abortion law

As lawsuits over early abortion laws spring up across the country, the Supreme Court on Monday agreed to hear a different kind of abortion challenge - this one involving free speech. The court will consider a case challenging a Massachusetts law that bans demonstrations within 35 feet of entrances and driveways of abortion clinics. The 1st Circuit Court of Appeals in January sided with the state in McCullen v. Coakley, ruling that the law strikes the right balance between protecting free speech and patients' rights (Millman, 6/25).

Many states missing out on Medicaid money for prisoners

Only a dozen states have taken advantage of a long-standing option to stick the federal government with at least half the cost of hospitalizations and nursing home stays of state prison inmates. The other states have left tens of millions of federal dollars on the table, either because they didn't know about a federal rule dating to 1997 or they were unable to write the laws and administrative processes to take advantage of it. States and localities have a constitutional obligation to provide adequate health care to prisoners, and they must pay for it out of their own budgets (Vestal, 6/25).

In Texas, lawmakers cut short debate and approved new abortion regulations that would ban most abortions after 20 weeks of pregnancy, among other things. In Wisconsin, a bill would require an abortion doctor to make burial arrangements for a fetus.

The people of Michigan elected the members of the state Senate to be leaders, not vacationers. Unfortunately, the Senate forgot that Thursday and adjourned for its summer vacation. Ensuring access to affordable, quality health care is one of the most significant challenges facing Michigan.
