Health law next steps: Transparency and 'compliance programs'

Doctors and others await the dissemination of better price and quality information and details of "compliance programs" that doctors will be required to roll out.

With the final pieces of the Affordable Care Act (ACA) getting underway, the next step for a better health care system should be increased transparency, health reform advocates said. While the landmark 2010 health care law made efforts to collect and disseminate price and quality data, more action is needed to give patients and providers price and quality information to help make better decisions, according to Bob Kocher, MD, former special assistant to President Obama for health care and economic policy, and Ezekiel Emanuel, MD, PhD, chair of medical ethics and health policy at the University of Pennsylvania in Philadelphia (Pittman, 5/30).

Physicians are required to develop and maintain a compliance program in their practice under the Affordable Care Act (ACA), a burden some health policy experts say could be a heavy one for some practices. However, the federal government has yet to release guidelines on what these compliance programs should look like under the 2010 health reform law, creating conflict for doctors on what to do next. ... Julie Sheppard, JD, who launched a business to help physician practices deal with the ACA compliance requirement and other administrative mandates, said the yet-to-be-released guidelines will resemble what the OIG published in 2000 when the program was voluntary (Pittman, 5/30).
